Background


The Small Business Administration (SBA) 8(a) business development program enables agencies to engage in direct award contracts with certified contractors.

Section 8(a) of the Small Business Act as amended by Congress, created the 8(a) business development program. Federal Agencies can award contracts directly with certified 8(a) firms. Participants can receive sole source/direct award contracts, up to a ceiling of $4 million for goods services and $6.5 million for manufacturing.

Simple Steps to Establish 8(a) Sole Source Contract with Comtech Global:

  • The government program manager or interested party develops a Statement of Work, prepares a government estimate, and obtains the necessary funding.
  • The government program manager or interested party chooses Comtech Global to perform the work and submits a procurement request to the agency contracting officer.
  • The agency contracting officer prepares and submits an Offer Letter to Comtech Global's SBA Business Development Specialist.
  • SBA processes the Offer Letter and returns it to the agency contracting officer who submits the Statement of Work and Request for Proposal or Quotation to Comtech Global.
  • Comtech Global submits the proposal which is evaluated and negotiated (if necessary) by the agency.
  • The contract is awarded to Comtech Global.

GSA IT Schedule 70 (GS-35F-029BA)


The GSA IT 70 Schedule is a Multiple Award Schedule that grants agencies direct access to commercial experts who can thoroughly address the needs of the government IT Community through Special Item Numbers (SINs). These SINs cover the most general purpose commercial IT hardware, software and services. The IT Schedule 70 SIN 132-51,132-50,132-56 allows for choice, flexibility, ease of use and access to the highest quality of IT products, services and solutions from small businesses and industry giants. We have also established Blanket Purchase Agreements (BPAs) with several government agencies to cover most of the above services.
