Senior Business Subject Matter Expert

Role: Senior Business Subject Matter Expert Location: Columbus, OH Years of Relevant Experience: More than 10 years Preferred Education: 4-year college degree in computer science or a related field with advanced study preferred; certifications specific to the field of project management. Job Description: • Consults with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing know edge of theory, principles, or technology of specific discipline or field of specialization. • Requires knowledge in computer programming and other related technical fie ds as well as extensive experience in a particular business or industry subject matter. • Conducts study or survey on need or problem to obtain data required for solution. • Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. • Advises client or department heads on alternate methods of solving need or problem, or recommends specific solution. • Requires experience providing consulting services to governmental entities. • May be designated according to field of business and technical specialization. Job Duties and Responsibilities: • Understand the organization's needs and requirements for a specific project or service. • Conduct research and gather information from relevant stakeholders to develop a comprehensive understanding of the project scope, objectives, and desired outcomes. • Craft a well-structured and detailed Statement of Work (SOW) document that clearly outlines the project requirements, evaluation criteria, and submission guidelines. • Ensure the SOW is compliant with the organization's procurement policies and any relevant legal or regulatory requirements. • Collaborate with cross-functional teams, such as procurement, legal, and subject matter experts, to ensure the SOW is comprehensive and accurate. • Manage the SOW distribution and communication process, responding to vendor inquiries and providing clarification as needed. • Maintain detailed records and documentation of the procurement process, including vendor proposals and evaluation criteria. • Establish and maintain standard operating procedures (SOPs) for the IT division, ensuring consistency and efficiency in operations. • Collaborate with IT team members to identify areas where SOPs are needed, and develop comprehensive, step-by-step procedures to guide the execution of various IT tasks and processes. Mandatory skills • Excellent written and verbal communication skills, with the ability to convey complex information in a clear and concise manner. • Strong research and analytical skills, with the ability to gather and synthesize information from various sources. • Excellent time management and organizational skills to manage multiple projects simultaneously. • Familiarity with the organization's procurement policies, procedures, and best practices. • Proficient in project management and the ability to coordinate cross-functional teams. • Keen attention to detail and the ability to ensure compliance with relevant laws, regulations, and industry standards. • Experience in writing and structuring contract documents, with a deep understanding of the procurement process in governmental entities. • Knowledge of the industry or domain relevant to the SOW, with the ability to understand and translate technical requirements into clear and actionable contract. • Strong problem-solving and decision-making skills, with the ability to provide recommendations and support to the decision-making team. • Familiarity with IT processes, technologies, and best practices, with the ability to translate them into clear and comprehensive SOPs. • Strong analytical and process improvement skills, with the ability to identify areas for optimization and streamlining.
