PL/SQL Developer

Role: PL/SQL Developer Location: The candidate will be required to report to Harrisburg, PA at the start of their contract to receive Commonwealth issued equipment if selected. Can your candidate comply? Question 4 All positions will have a 37.5 hour work week. Overtime is not permitted without prior permission from the Delivery Center Chief Information Officer, Tom Diecidue. Complete Description: The candidate must possess strong software engineering skills, and a strong development background in Oracle PL/SQL, Oracle Forms and strong knowledge of an Oracle RDBMS. Prior Commonwealth and Environmental experience not required but preferred. The Client is actively modernizing the way it does business and meets the public and client needs. Part of this modernization includes efforts to improve the user interface and some backend processes for the Department of Environmental Protections (DEP) enterprise system, EFACTS. Any DEP issued permits, licenses, etc are tracked and stored in EFACTS. Compliance information as well as inspection data, violations and enforcements are also included. Additionally, other DEP systems, such as, the Water Use Data System (WUDS), the Samples Information System (SIS), the Air Information Management System (AIMS), and some ancillary systems are included in this modernization. This effort is expected to take multiple years to complete. In the meantime, there is a need to support the existing systems, address any enhancements, bugs, reporting needs, etc. In order to support the existing systems, DEP, the Conservation & Environment Delivery Center is seeking an individual to join our team who has experience with Oracle Forms 11G. Strong PL/SQL skills are also required, for writing scripts, perform data pulls and overall data analysis. Ability to write solid documentation is also desired.. A solid understanding of the features within Oracle’s 12C & 19c database is preferred. Strong communications and knowledge of Environmental systems is preferred. This individual will be utilized to support the existing system, implement enhancements for the various program areas, assist in upgrades and architectural changes, and provide mentoring and support to DEP staff. This position may be involved in any or all facets of developing application system such as defining user requirements, system impacts, analysis, coding, testing, deployments, documentation, etc. Initial Tasks to be accomplished: - Understand the inner workings of the DEP’s eFACTS Application and another Oracle system. - Understand the roles, security and authorization within the eFACTS and integrated systems. - Provide maintenance and support to eFACTS and other Oracle, integrated systems - Review selected documentation of the existing systems to become familiar with the system requirements, functionality, and architecture, reporting, etc. - Generate, Technical and Business Functional documents, system documents. - Profile and tune selected pieces of the system for better maintainability and performance as necessary. - Provide mentoring and assistance as required for the transfer of knowledge to other developers and Commonwealth IT staff. - Aid in production deployments of systems as needed. - Provide weekly status updates to team manager or other DEP managers as requested. - Generate reports as needed for executive management, end-users, and BIT staff Required Skills: • A Bachelor’s degree in Computer Science or a related field • 5-7 years of Oracle PL/SQL writing stored procedures, functions and advanced queries • 5-7 years’ experience developing in Oracle Forms • 3-5 years’ experience utilizing Oracle Reports • Sound Knowledge of Oracle DBMS • Strong experience using SQL Developer/TOAD • Understanding of Data Modeling • Understanding of Web services integration • Performance Tuning, Debugging and testing SQL queries, views and stored procedures written in Oracle and SQL Server • Strong Communication skills • Strong Analytical skills Desired Skills: • Understating and have exposure of the following technologies: o XML, o HTML, o APEX, o Web Services o JAVA o PL/SQL API o SOA o Agile /Scrum Development methodologies • Installation of Oracle software like Oracle forms and reports
